Babberspolder-oost
The district of Babberspolder-Oost in Vlaardingen is subdivided in three residential fields: ‘de Tuinen’ (formerly Muwi II), ‘de Erven’ (formerly Complex 9) and ‘de Hofjes’ (formerly Klijnbuurt). The ‘green’ district was built in the 1950′s according to the urban planning concept by the architect Van Tijen.
A 12-year maintenance program should lead to quality improvement of the housing reserve and the public space. To achieve this, approximately 1400 residences are being demolished, and around 1100 are being rebuilt. An important basic idea is to create three varied neighbourhoods, each one with a different atmosphere, that are clearly distinguishable and form a strong relationship with the environment.
By commission of the city of Vlaardingen, NIVEM has analysed the financing capacity for the new real estate objects that are to be developed. The real estate program is the result of a combination of market and municipal policy. The financial strategy was also studied with cashflow predictions in mind.
The real estate exploitation is the financial framework for the development plan for ‘Babberspolder-Oost’. This means that the building exploitation and the ground exploitation are seen in coherence as part of the real estate exploitation: this is an implementation of Vex-Bex-Grex=0. The working out of the financial framework has been scheduled.
Research by NIVEM has shown that restructuring the exploitation of Babberspolder-Oost is quite feasible. The biggest risk is formed by the market for residential property.
The public participation in the decision about the urban development plan took place in late 2003. The actual building of the first segment will start at the end of March 2005, on the site flanked by the Adriaan Pauwstraat and the Van Hogendorplaan.
